MPs have questioned the usage of the funds.

The CS had a date with the Public Accounts Committee (PAC) to explain the flow of the millions after it emerged that there are no records to show how the funds were used in the growth of the economy. 

The Auditor-General's 2016/17 financial report showed that Balala’s office could not fully account for the funds from the National Treasury.

PAC was compelled to adjourn the meeting after it emerged that Balala’s Principal Secretary was not present at the sitting to address some of the queries.

The committee asked some members of the committee to leave the meeting after they reportedly failed to honour the standing orders. 

The officials were led by Director of Wildlife Conservation Stephen Manegene but they were denied a chance to express their concerns during the meeting.

PAC chair Opiyo Wandayi ordered Balala to appear before the committee later.

Rarieda MP Otiende Amollo insisted that only officers in charge of accounting should be given room to address issues of finance in Parliamentary committee sessions.

 “Our hands are tied. The law says only the accounting officer can respond to Parliament,” he said.

Manegene claims that current Tourism PS Joe Okudo had been tasked with representing the PS in the acting capacity during the hearing of the case.
