Speaking during a ceremony to unveil Kakamega county governor Wycliffe Oparanya and Murang'a governor Mwangi wa Iria after being elected as the chairman and vice-chairman of the Council of Governors (CoG), the CS held the view that the only way that the country would make progress is through the two levels of government working together.

The last few months saw the governors engage in a tussle with the national government over the allocation of funds.

Tensions between the two levels of government saw the CoG take the central government to court as it sought an order for funds allocated to the counties increased.

President Uhuru Kenyatta, at the height of the tensions, urged the county governments to accept and work with what the amounts that had been given to them.

Other than funds, another area of tensions between the counties and the national government has been the devolution of functions.
