This is after the 14-member team proposed the formation of a powerless Prime Minister, who will be appointed by the President and will act as the executive's representative in parliament.

Oloo has come out to rubbish claims that the appointment hands more powers to the president, noting that there are guides that he must follow in making the appointment.

In what he says is the position of the task force, the president has actually been tamed on matters making the appointment, which makes him only an appointing power.

"Actually, the president's hands are tied a little as he cannot just pick anyone he wishes; the appointee must come from the majority party of the biggest alliance in parliament (Rais mikono yake imefungwa kidogo kwa sababu hatachagua mtu yeyote anayetaka. Lazima atoke kwenye chama kilicho na wengi ama muungano mkuu bungeni)," he said on Radio Maisha, Tuesday.

He also defended the introduction of the opposition leader position, over lamentations from BBI critics that the introduction of the new post will subject Kenyans to extra costs.

The lawyer said that the two are very necessary for inclusivity, adding that the cost of maintaining their holders cannot compare to those incurred in corruption.

"Comparing the additional cost of salary to the wastage in government through benchmarking and corruption, the amount set to be used in these positions is just a drop (Ukiangalia mishahara itakayoongezeka na wastage iko katika serikali kwa benchmarking na corruption, ni mingi sana. Hii ya hivi viti ni tone tu)," he added.

The task force has also proposed the overhaul of the Independent Electoral and Boundaries Commission (IEBC) in its report released last month.
