In the report, the BBI task force proposes a mandatory requirement that all political parties be formed in a manner giving out the face of Kenya as a country.

It recommends that all religions, genders, ethnic groups and regions be represented in a balanced manner in the political blocs.

"All political parties should be compelled to reflect the Face of Kenya in ethnic, religious, regional, and gender terms," reads the document in part.

The report proposes the strengthening of the office of  Registrar of Political Parties, to enable it to carry out its roles effectively.

It also roots for a more assertive and independent referee, which will enjoy support from the involved stakeholders.

"The existing referee, the Registrar of Political Parties, should be strengthened and supported so that the office is assertive, independent, and proactive," it further recommends.

The suggestions come at a time when most political parties are seen as tribal political vehicles, most of them being associated with specific politicians.

The way forward for the report, with regards to its implementation, remains a dilemma, with politicians taking sides between a referendum and parliamentary approval to improve it.
