In a tweet on Tuesday, Ngunyi said BBI is nothing beyond a tool of dominance designed to get those opposed to it, to agree to it.

He seemed to suggest that the BBI could be exploited to form a political outfit ahead of the 2022 general election.

"In high politics, you never build consensus through dialogue. You build consensus through dominance. BBI is an Instrument of dominance. It will whip the naysayers into a consensus. Then covert itself into the BBI Coalition for 2022!" Mutahi Ngunyi said in his tweet.

The initiative has been the subject of an intense debate with detractors saying that it is a ploy to reward certain individuals with positions of power.

President Uhuru Kenyatta urged the Kenyan people to carefully read the document before making decisions on whether to support it or not.

Raila Odinga; BBI's chief exponent, has said that the initiative is Kenya's best chance for bringing much-needed changes that will make Kenya a better country.
