The United States has identified Kenya as the country which suffered most terrorist related attacks throughout 2018.
In a report released by State Department on November 1st 2019, the US says Al-Shabaab militants remain the major threat to stability in the country.
According to the report, Al-Shabaab militants still enjoy financial support and freely roam in Somalia without any problem.
"Al-Shabaab retained safe haven, access to recruits and resources, and de facto control over large parts of Somalia through which it moves freely," the report noted.
"East African partners undertook efforts to develop and expand regional cooperation mechanisms to interdict terrorist travel and other illicit activities."
Among regions worst hit include North Eastern Kenya, Coast and Nairobi. The report notes that terrorists directed their attacks towards the security teams.
Recently, 11 GSU officers were killed after stamping on an Improvised Explosive Device in Garissa County.
But despite the attacks, the US said, security forces used existing laws to torture, abduct and shoot people who are merely accused of being terrorists.
"Security services responded to numerous terrorist incidents, while also disrupting al-Shabaab and ISIS attack planning, recruitment, and travel.
"Reports of human rights violations by security forces during counterterrorism operations continued, including allegations of extra-judicial killings, disappearances, and torture," read the report.
ISIS-Somalia, located primarily in Puntland, expanded activities, establishing influence in Mogadishu with an intimidation and extortion campaign while declaring war on al-Shabaab.
