This comes amid the existence of two such bids, one pushing for a leaner government and the other in support of an expanded central government, at the executive level.

Speaking when he attended the Law Society of Kenya (LSK) Annual Conference on Thursday, Havi stressed on the need for a lighter government, and consequently, a lower cost of running it.

He said that there is need for Kenyans to have a reduced government, which apparently goes against the wishes of forces allied to opposition leaders.

"An Audit of the Constitution: The Quest for Constitutional Reform and Transformation. Insightful and informative intellectual discourse here at #LSKAnnualConference2019 in @PrideinnHotels. There is need to reduce the size and cost of government," he tweeted.

His opinion seems to be marrying with that of the Thirdway Alliance Party, whose Punguza Mizigo referendum bid seeks to reduce elective seats in the parliament.

Marked to be removed include the Woman Representative positions and a reduction of parliamentary positions by half, as well as the abolition of Deputy Governor seats.

But on the other hand is the President Uhuru Kenyatta and ODM boss Raila Odinga-led side which wants more executive seats through the Building Bridges Initiative (BBI).
