Jubilee Party Secretary-General Raphael Tuju says that some of the proposals in the Building Bridges Initiative (BBI) report, as it is now, can only be initiated through a referendum.
While the process is still ongoing, Tuju said, Kenyans should get ready to the plebiscite to cement the changes.
“The final BBI report is not yet out. It is still work in progress but certain proposals at the moment can only be changed through a referendum," he said as quoted by the Sunday Nation.
According to Tuju; “Any changes that touch on the 47 counties as enumerated in the Constitution must go to a referendum, for instance, Nairobi being a special county there must be a referendum. We must go with what the Constitution says.”
“Changing government structure — having MPs as Ministers, bringing back Deputy Ministers is changing the structure of government and MPs have no such mandate to make such changes on their own,” added the former Rarieda MP.
Tuju, a CS without portfolio is a key player in the handshake between President Uhuru Kenyatta and ODM leader Raila Odinga.
Among other proposals in the BBI report expected to be subjected to another round of public participation is the creation of a Prime Minister post, the introduction of an official leader of opposition in Parliament as well as making it mandatory for a governor to have a running mate of the opposite gender.
