At least 140 witnesses have been lined up to testify against ex-Treasury CS Henry Rotich in the multimillion Arror and Kimwarer dams scandal.

Rotich was arrested alongside his Principal Secretary Kamau Thugge before they were charged over the alleged loss of funds. 

The two were among more than 28 others charged with multiple counts including approving payment contrary to the law, abuse of office and conspiracy to commit an economic crime. 

The ex-CS and his accomplices denied the charges levelled against them. 

Their arrests and prosecution came after the Director of Public Prosecutions (DPP) Noordin Haji said he has evidence against the suspects in the saga. 

“The investigations established that government officials flouted all procurement rules and abused their oath of office to ensure the scheme went through,” Haji said, as quoted by Capital FM.

 “If this project was carried in the strict adherence to the law and existing policies in place to safeguard the public interest, it should not have cost Sh63 billion. The evidence establishes malpractices that impacted on our national debt,” he added.

President Uhuru Kenyatta appointed Ukur Yatani as acting Treasury CS after Rotich was arrested. 

He also named Principal Secretary in the State Department for planning, Julius Muia, to replace Thugge.
