[Photo|Daily Nation]ODM's Homa Bay Town MP Peter Kaluma has drafted a Bill that seeks to have a total of 40 counties secede from Kenya.The Bill seeks to amend the 2010 Constitution to split the country into two to allow for the creation of a new country with a total of 40 counties.Kaluma seeks to amend Chapter 2 Article 5 of the Constitution that defines the territory of Kenya. Below are some of the reasons why Kaluma wants Kenya to secede.1. He says successive regimes have violated the national values and principles of governance as set out in Article 10 of the Constitution.2. Successive governments have entrenched ethnic discrimination and exclusion, injustice in public service and in distribution of natural resources. 3. Top government appointments remain a preserve of a few.4. The national budget is skewed to benefit a few groups, communities, regions, marginalizing other communities rendering them as mere tax payers.5. Kaluma says President Uhuru Kenyatta's administration has undermined devolution and has concentrated power and resources to the national government.6. Successive regimes have captured the state and hold hostage and weakened parliament, constitutional commissions and independent offices in a bid to retain political and economic power.7. He accuses the government of political assassinations, manipulation of ethnic census and voter register, flagrant rigging of elections and suppression of other groups, communities, regions perceived not to be regime-friendly.A draft Bill has already been served to the IEBC.
