Speaking on Friday during a forum at the Kenya Institute Curriculum Development (KCID) to discuss the Competence-Based Curriculum (CBC), the tough-talking CS said his unannounced visits are motivated by his lack of trust in what he hears.

"I come quietly and leave quietly like a thief because that is the only time I can see the situation there," the Education CS said.

Prof Magoha has curved a reputation for showing up in schools unannounced to see whether the programmes undertaken by the Ministry of Education are being implemented at the grassroots.

He called on education officials not to depend on hearsay but to make a point of going to the ground to see for themselves what was happening.

"One day just drive quietly. Leave your big car outside and go to the classroom which has ECD direct, if you find no books there then blood should flow," he added

There have been reports of funds allocated for books being embezzled.

Prof Magoha said that those school heads who will be found to have embezzled funds meant for books would be subjected to disciplinary action.
