The Cabinet Secretary for Public Service Margaret Kobia has come to explain why a section of the cabinet has been involved in supporting the Building Bridges Initiative (BBI) report.

This is amid concerns raised by the experts stating that Cabinet Secretaries involved in political functions as the BBI were in violation of article 10 of the constitution. 

Some of the Cabinet Secretaries including interior CS Fred Matiang'i and his Devolution counterpart Eugene Wamalwa have been at the forefront of drumming support for the report.

The two attended a rally in Kisii county last week where they joined other political leaders in campaigning for the report.

Speaking to The Star, Kobia claimed that it was the responsibility of the Cabinet Secretaries as part of the executive to implement the agendas of the President.

The CS further indicated that there was a narrow differentiation of politics and development.

Kobia claimed that the Cabinet Secretaries were acting on an 'executive order'.

“The BBI objective is for a united, prosperous and cohesive country for social-economic development. CSs are public servants and, therefore, remain apolitical though there is a very thin line between politics and development. Those who are going out to ask wananchi to stay with the nine BBI issues are doing so because it is an executive order,” she told The Star.
