Patel farm's manager Vinoj Jayakumar and owner Perry Mansukh Kansagara have been arrested over the death of 47 people.
The 47 died after the dam burst its banks on May 9.
On Wednesday, the office of the Director of Public Prosecutions said the owners have been found culpable through omission or commission.
The arrests come as details emerge that victims might have been duped to sign an agreement that would cushion the dam owners against any legal action.
“I feel cheated. It is true I signed the indemnity, but I was not allowed time to read it. The local administrators and management were hostile and made us to sign,” one victim said.
