Kitutu Chache South has sensationally claimed that he will be forced to pocket Sh1 billion annually for his own use once elected as Kisii governor.
The third term MP is at pole position to succeed Governor James Ongwae, and he has intensified his campaigns throughout the 9 constituencies.
Mr Onyonka, a son to former seasoned minister late Zachary Onyonka, is a respected rhetorician across Kisii and Nyamira Counties, and is a populist par excellence.
At a function on Friday, Onyonka urged area residents to turn our for census exercise, insisting that it will play a major role in determining resource distribution.
"Census is just coming and let no one lie to you to boycott. When they come, you can cheat them on the number of assets such as cows before the poverty index is high," he said, adding that the number of children should be accurate.
"It will determine resource distribution in coming years. For instance, we are getting around Sh12 billion for equitable share and grants."
Should he take over, he said, he will ensure every constituency gets Sh1 billion and the other remaining billions to be used for development by the county.
He said that the will be no problem if he chops Sh1 billion for his own personal use as the audience burst into laughter.
"I shall give every constituency Sh1 billion. The remaining shall be diverted to development. It won't be bad if I also take Sh1 billion because I'll be in charge," he said.
Besides Onyonka, former South Mugirango MP Omingo Magara and his successor Manson Nyamweya, Senator Sam Ongeri and Simba Arati, have all expressed interest.
Onyonka is a key pillar in Interior Cabinet Secretary Dr Fred Matiang'i's dream team in Gusii as the minister seeks to stamp authority as de facto leader.
