The Building Bridges Initiative (BBI) report is headed for tough days ahead after its release on Tuesday next week, former Makadara MP Benson Mutura has said.

This comes a day after BBI task force Chairman Yusuf Haji confirmed that the team has secured a date with President Uhuru Kenyatta and will present the document to him on that day.

However, Mutura has questioned the aftermath of the presentation, given that its a mere proposal which is not founded on any constitutional grounds.

Speaking on Saturday, he said that while the document might be taken to Parliament as a debate, it is very unlikely to be discussed as the house is going on recess.

"Now where will the report go? It cannot go to the parliament, unless its taken there as a debate and at the same time, the MPs are leaving for Christmas recess (Sasa hii ripoti itaenda wapi? Haiwezi enda bunge unless iende kama mjadala, na wabunge nao wanaenda recess ya krismasi)," he said on Radio Jambo.

According to him, the document wait up to next year, which will only dim chances of it transforming into a referendum before the fast-approaching 2022 general elections.

He also observed that given that there is no referendum question law which is a mandatory requirement for a referendum, it's like a dream for people to expect any constitutional changes.

"There is no referendum. If the task force will propose it, then that is like a dream because there is no referendum law (Hakuna referendum, kama watapendekeza referendum hiyo ni ndoto kwa maana hakuna referendum law)," added the former lawmaker.

However, in a quick rejoinder, incumbent Makadara MP George Aladwa said that if needed, Parliament will come back from recess to look into the report.

"This is a major national issue, we cannot go for recessnif needed, we will come back (Hii ni kitu kubwa ya nchi, hatuwezi enda recess kama turahitajika, tutarudi)," he said.
