Embattled Treasury Cabinet Secretary Henry Rotich surrendered at the DCI headquarters along Kiambu Road minutes after DPP Noordin Haji ordered for his arrest on Monday.

In a statement issued to the media, Haji linked Rotich, PS Kamau Thugge and dozens of KVDA officials to Sh21 billion scandal meant for construction of the Arror and Kimwarer dams.

"Consequently, I have today directed the Director of Criminal Investigations to arrest and arraign before court all the accused persons," said Haji as he ordered for Rotich's arrest.

Rotich, a confidant of President Uhuru Kenyatta, drove to the headquarters before the sleuths pounced on him.

Early this year, President Kenyatta said the fight against corruption will strictly be fought within the confines of the law, adding that government officials will be sacked after being charged.

“I must, however, caution that the pursuit of the corrupt will be undertaken strictly within the remits of the law – and not through vigilante justice and pitchfork protest. Though media narratives rally our resolve as they should, our actions will not be based on condemnation before one has been heard. The cornerstone of our democracy is the rule of law, and the principle of due process is a critical anchor."

He added, “It is not enough to merely jail and fine those who have looted our public coffers. The wealth they stole from Kenyans must be returned to its owners, the People of Kenya with the clear message being that Corruption does not pay”.

The construction of the two dams has been a thorn in the flesh with Deputy President William Ruto denying claims that money was lost during the process.

Investigators have been handling the matter since January, with preliminary investigations showing that over Sh4 billion was paid to contractors without work done.
