The team is holding town hall meetings for consultation, with the first being held on Friday in Kisii which brought together residents of Nyanza.

On Friday, Dr Ruto wondered why leaders should hold the meetings to inform the people about the contents of BBI.

Ruto, who said many people are supporting the process, questioned the intention of reading the document on behalf of the people, terming the move as political mobilisation.

"We agreed to make enough copies for citizens to read and make a decision. When did it change to having political leaders moving around to read on behalf of the people? Do you want them to make decisions on behalf of you? They have now started political mobilisation," he said.

The DP termed the move as a scheme of misusing public resources, adding that the entire process is unnecessary.

He said that if there is someone dissatisfied with the content of BBI, he should come out and point out the sections they want changed.

"Nobody has opposed BBI. What's this campaigns for? Is it an avenue of misusing public resources? Let them tell us the clause they want added in BBI," he said in Vihiga.

Experts in Kisii edition asked the BBI team to recommend parliamentary system of government besides adding more resources to counties.
