Kisumu Governor Prof Anyang Nyongo has made a proposal to the national and county governments to hire public servants on contract basis and drop the current permanent and pensionable one.

Nyongo made the suggestions on Tuesday while giving his speech at the Annual Senate Legislative Summit currently going on in Kisumu city where he termed the proposal as one of the most reliant ways to tackle the bloated staff headache in the different departments of the two government levels.

By implementing the proposal, the County boss says governments will enjoy some wage bill reprieve, predicting that it will reduce the increasing monies paid in worker salaries.

"County governments inherited the staff of the defunct councils and it is part of the reasons why we have bloated staff,” Nyong'o was quoted by the Standard

“Lamenting will not provide a solution. Let us do away with permanent and pensionable terms. Workers should only be employed on contract,” he added.

The governor further said the bloated staff has also led to financial constraints in the counties, since the treasury does not provide additional funds, leaving devolved units to manage the limited money released to them.
