National Assembly Majority Leader, Aden Duale is among the persons to blame for the stalemate on the disbursement of funds to the counties, Machakos Governor Alfred Mutua has said.
According to Mutua, Duale has taken a hard line stance which is hurting the process, and therefore needs to recuse himself from the talks.
"Successful mediations and negotiations are about flexibility, looking at the big picture and an attitude that allows give and take. To this end, we have noticed, and it is in the public domain, that @HonAdenDuale has taken hardline positions and publicly declared his stance.
"We respect Hon. @HonAdenDuale, but feel that as the Majority leader, the negotiations are not at his stage yet. His presence is not helping but perpetuating differences as Kenyans suffer.We humbly urge him to recuse himself from the mediation process and let others deal with the issue. If they are unable, then the majority leaders can now come in.
“We request the National Assembly Speaker, Hon.@SpeakerJBMuturi to find a replacement for @HonAdenDuale so that the Majority leader can concentrate on other important national and parliamentary business, the way the Senate Majority leader is doing,” Dr Mutua said.
He stressed on the need for funds to be disbursed to the counties, adding that the continued delay was interfering with government functions, and lives of Kenyans.
"An agreement is vital if devolution is to be enhanced and the Kenyan economy supported to roll back poverty," he tweeted.
