Starehe Member of Parliament Charles Njagua Kanyi alias Jaguar has been released on a Sh500,000 cash bail, with a surety of the same amount.
Njagua who appeared before Chief Magistrate Francis Andayi denied the charges leveled against him.
The prosecution told the Nairobi court that the utterances made by Njagua were intended to incite Kenyans against foreign nationals living in the country.
The court heard that the accused was arrested outside Parliament buildings two days after making the utterances at Nyamakima in Nairobi County, and has been in police custody.
Among those set to testify against the law maker include the National Cohesion and Integration Commission as well as the Communication Authority of Kenya.
On Friday last week, Milimani Senior Resident Magistrate Sinkiyani Tobiko detained Jaguar for three days.
This was in a bid to allow police complete investigations against him.
The prosecution had asked the court to detain the legislator for fourteen days so that the police can complete investigations.
