Orange Democratic Movement party leader Raila Odinga on Thursday held a closed-door meeting with County Assembly Forum members at Capitol Hill.
The meeting comes barely two days after Uasin Gishu County Assembly passed Punguza Mizigo initiative, a drive that is being pushed by Thirdway Alliance boss Ekuru Aukot.
But Mr Odinga confined his meeting to development, adding that there is need to strengthen devolution for it to make meaning at the county level.
"Raila Odinga today assured members of county assemblies of his support for wards to be the units of development in the country as part of the effort to strengthen Devolution," wrote his aide Dennis Onyango.
"He also expressed support for county assemblies to be granted financial autonomy from the county executives in spending monies allocated to them by the Commission for Revenue Allocation," he added.
But he asked the assemblies to work out mechanisms for anchoring such provisions in the constitution.
Mr Odinga proposed the deployment of two accounting officers to the counties, one for the Executive and the other for the Legislature.
That, he said, would enable auditors to audit assemblies and the executives separately and make each branch responsible for its expenditures.
Mr Odinga however expressed concern over the huge financial allocations that go into paying salaries and allowances instead of development.
The CAF members had sought Mr. Odinga’s support for their activities and having its activities anchored in law.
