Members of the Kisumu County Assembly have threatened to once again reject governor Anyang Nyongo's Sh10 billion budget proposal for allegedly ignoring their demands.
This comes only a fortnight after the house rejected the same, which has since been amended and resubmitted afresh, with the county boss looking in anxiously.
Debating the budget on Wednesday, the MCAs noted that the governor has again rejected their demands, including a Sh45 million allocation per ward, only giving them Sh20 million.
They also questioned the issue of pending bills, further accusing Nyongo of including donor-funded projects in the budhet, purporting that they are being done by the county.
“We have had issues of pending bills, opening balances as well as list of donor-funded projects. The executive is yet to furnish us with the documents,” said Deputy Speaker Roy Samo.
He added that the amended proposal wont pass until the demands are reached, only two days after the executive held met with the MCAs to convince them to embrace the budget.
There also exists some division between the MCAs, some of whom last week accused the majority of frustrating the governor, with Nyalenda B MCA Seth Olale threatening to call in Ethics and Anti Corruption Commission (EACC).
He said that he wants his colleagues investigated for pocketing sitting allowances but doing nothing beneficial to the house.
At the same time, the push and pull is threatening to see county workers wait longer for their salaries.
County Director of Communications Alloyce Ager said that the county will use money carried forward from the previous year to pay the workers who have threatened to strike.
However, he condemned the impasse, saying that it is to blame for the delayed salaries.
“There is no cause for alarm. Even the governor has not been paid. Not even I, but we are optimistic that the budget issue will be sorted and the salaries paid,” he is quoted.
