In a passionate press conference, an angry Interior Cabinet Secretary Fred Matiang'i dismissed them as law breakers and asked them to stay away from the roads.

"As long as you don't want to implement these simple rules, just stay away, nothing is going to change. You will be arrested and we shall charge you," he roared.

Born in Borabu District in Nyamira County, Matiang'i went to Kiabonyoru High School before proceeding to Kisii School for A levels.

Later, he was admitted at Kenyatta University where he took Bachelor of Education, specialising in English Literature.

At postgraduate level, Matiang'i moved to University of Nairobi where he yet again took Comparative Literature and English at masters level before doing Communication and Literature at the PhD in the same institution.

Before joining government, Matiang'i spent most of his life in classroom as a teacher. His first teaching job was at Menyenya High School, few kilometres from his home.

He had long spells at Egerton University teaching English and later on at the University of Nairobi.  Before 2013 polls, Matiang'i served in parliament as special programme officer in charge of research and implementation, partly explaining his no nonsense approach to issues.

By the time of his appointment, Dr Fred Matiangi was the Eastern Africa regional representative for the Centre for International Development, Rockefeller College of Public Affairs and Policy, the State University of New York.

In 2013, President Uhuru Kenyatta appointed him to Cabinet as ICT minister. He would double as Lands boss a year later when Charity Ngilu was sacked.

And in 2015, Matiang'i landed in education ministry and this is the time he initiated radical surgery in the education sector which saw better management of exams and general discipline. 

Early this year, he was shifted to Interior Ministry, the most powerful of all to run security matters. He's one of trusted lieutenant of the president.

"You gave me Matiang'i and he's doing a good job. I am proud of him and will continue working closely with him," President Uhuru Kenyatta said at a campaign rally in Nyamira last year.

The staunch Seventh Day Adventist follower likes singing and reading and is married with two children.
