It is a massive win for Kenyan teachers after their employer Teachers' Service Commission (TSC), changed tune on on the emotive delocalization and transfers. This follows the policy review undertaken by the commission.
TSC Chief Executive Officer Dr Nancy Macharia said the commission has finally embraced a new approach of evaluating teacher transfer cases before they get approval or even a rejection.
“The commission is vetting each teacher’s case to ascertain their employment status before effecting transfers,” Dr Macharia said.
The TSC boss further said the new policy was intended to ensure all the relevant factors are put into consideration before any transfer is issued.
In the previous policy, Kenyan teachers on transfer were required to report to the new work stations before making any appeal against the move.
Amid the new development, the commission has transferred at least 3,094 teachers both in primary and secondary schools. However, only 360 of them declined the move and opted to appeal against the transfers.
The controversial delocalization program has in the past placed teacher unions, especially the Kenya National Union of Teachers (KNUT) in loggerheads with the TSC.
