Thirdway Alliance Party Secretary General Frederick Okango has poured cold water on Orange Democratic Movement (ODM) party leader Raila Odinga's order regarding dredging exercise at the Indian Ocean.
Speaking when he toured the spot where two Kenyans perished after their vehicle reversed and plunged into the Indian Ocean at the Likoni Channel last Saturday, raila called for a halt of the exercise to facilitate recovery mission.
But in response, Okango questioned the basis in which Raila gave the orders, saying that they can only be given by either President Uhuru Kenyatta, his deputy William Ruto or Transport Cabinet Secretary James Macharia.
He referred to the African Union Infrastructure Development envoy as 'someone', suggesting that his orders could be null as he holds neither of the mentioned posts.
"Someone tried to exercise the authority of the president by giving orders to stop dredging in Msa. CoK 2010, Article 131 (1) (b) allows ONLY the president to exercise the executive authority of the Republic, with the assistance of the DP and CSs; Its that explicit. Orders NULL?" he tweeted.
But Raila, who has been very close to Uhuru since their March 2018 truce, was accompanied by CS Macharia and Operation Commander Lawrence Gituma.
The bodies of Mary Kighenda and her four-year-old daughter are yet to be recovered over a week later, with all attempts by both state and private rescuers proving futile so far.
