Deputy President William Ruto reportedly planted moles within Building Bridges Initiative team for updates, reports the Sunday Nation.
The BBI team is set to formally handover report to President Uhuru Kenyatta and Raila Odinga in coming days, a move that will pave way for a referendum.
With the secretaries carefully chosen by the National Intelligence Service, details of the ongoing discussions were reportedly leaked to the DP's team.
Even with that, the team under Yussuf Haji, reportedly always asked all members to leave their phones outside the boardroom for meetings.
Some of the moles gave the DP briefings on daily basis, a reason why Dr Ruto has been going ballistic against the BBI team.
“We have seen the draft and some of their proposals cannot be implemented,” a high-ranking member of DP’s war council told this writer through a short message Saturday.
The DP on Friday insisted that the BBI report must be subjected to the people for scrutiny before it's fully implemented in future, a move Rails supports.
Raila's lawyer Paul Mwangi said the team had to drop bias before sitting to write a report. The report could be tabled within the coming weeks.
“Before getting down to work, we had to first surrender our personal political opinions and biases. We had to also erase from our minds whoever we thought had proposed our names to the task force to focus on the mission ahead,” Mr Paul Mwangi, the BBI secretary, said.
Chairman Haji said the team has proved that the solution to all the problems the country face today can be tackled through dialogue.
“We may not have been a homogenous team given our differing political backgrounds before the President and the former Prime Minister appointed the team, but the swiftness with which we gelled and got down to work and the commitment displayed is quite humbling. Kenyans should learn from this,” said Garissa Senator.
To show that the DP has been getting briefs, the team has reportedly recommended for Parliamentary system of government, which will pave way for creation of PM post.
Dr Ruto has often insisted that the country is not ready for change of government system, arguing that the move is meant to create positions for losers.
