Governor Mutua had been tasked by the Jubilee regime to take over from Wiper leader Kalonzo Musyoka as the region's political kingpin.
Kalonzo had refused to work with the Jubilee regime which had shown him the door just before the elections.
The former Vice President had been dismissed by the Jubilee party for not having reasonable numbers as a voting block in Ukambani.
Jubilee dropped him and picked Dr. Mutua to form a joint candidate on the Jubilee ticket.
Initially, the Jubilee team thought Mutua had a good number of voters as compared to Kalonzo.
The residents proved them wrong by snubbing the anti-Kalonzo political rally.
President Uhuru Kenyatta's government had to work with Mutua even after the disappointment of the people.
They gave him full government support financially to help him woe the Kamba votes.
It was then that the Maendeleo Chap Chap was formed to lure the people.
Mutua formed a delegation that he used to spread his Maendeleo Chap Chap gospel throughout Ukambani.
Unfortunately, things never worked out as expected and planned. He received no little and sometimes people snubbed his meetings.
