Speaking in Kisumu, Odinga called for calm amid ongoing battles pitting members of county assemblies, speakers and Governors.

He bashed the leaders for using their seats to enrich themselves, adding that the same shall be included in his referendum push to clarify their actual roles to prevent fights.

He tore into the ward representatives for using their power to push for unnecessary benefits, among them foreign trips, ambitions that have on most occasions turned into rows when blocked.

''The assemblies are not meant to fight for seats but to play an oversight role. But it is unfortunate they have been turned into theaters of absurd,'' he was quoted by Saturday Standard.

"These are some of the reasons why we want changes made in the law to redefine the devolved functions properly so that we ensure fiscal discipline,'' added the opposition chief.

He was personally forced to act recently after Kisumu MCAs threatened to oust Speaker Onyango Oloo, a similar case being witnessed in Homabay where hostility is on the increase between MCAs and Speaker Elizabeth Ayoo.

In Siaya, a trouble looms after Governor Cornel Rasanga made an attempt to reduce county allocation given to MCAs.

Homabay MCAs recent ouster of Ayoo which was preceded by skirmishes in the assembly was unsuccessful after she was reinstated by the Labour Court in Kisumu.
