National Assembly Leader of Majority Aden Duale made all the necessary moves to ensure that the eight per cent value added tax (VAT) on fuel was approved by the National Assembly.
Members of the National Assembly were preparing to shoot down the Finance Bill 2018 but the Garissa Township MP made a plan to ensure there was no quorum.
Mr Duale knew that at least 233 MPs were required to vote against the bill so he rallied the MPs out of the chamber.
Mr Duale ensured that those who would try to shoot down the Bill would walk out of the chambers thereby denying them the requisite two-thirds majority necessary to overturn President Uhuru Kenyatta’s memorandum on 8 per cent fuel tax.
Mr Duale said that he had forced some MPs from the chambers, arguing that as the majority leader, his plan was to deny those opposing the numbers and ensure that the government agenda was achieved.
Speaker Justin Muturi approved the Bill after only 215 MPs remained in the chambers after a controversial vote to deny the House two thirds majority of 233 members that would shot down Kenyatta’s tax proposals.
