Elgeyo-Marakwet Senator Kipchumba Murkomen insists the DPP is being misled in the alleged Sh21 billion scandal which has seen intensified politicking in the country for the last one month.

DPP Noordin Haji, in a statement on Friday, admitted that investigations to the scandal is complex adding that his office has deployed more officers to enable DCI to come out with a comprehensive report.

"DPP'S Press Statement on Investigation concerning Kerio Valley Development Authority (KVDA) and Rift Valley Water Services Board," the DPP tweeted

But in a rejoinder, Murkomen insisted that no money had lost, adding that the Sh7 billion in question had been secured in terms of performance contract bonds.

The firebrand legislator also asked both DPP and DCI to consider securing services of experts in the contractual obligations to help them come with a dependable report.

"I welcome the acknowledgment by the DPP that matters project financing especially where syndicated loans are involved are complex. Though we have few experts in this area, I hope DPP will do everything 2 ensure that the truth is unearthed. There’re glaring errors in the statement," he said.

The second term senator added: "21B WAS NOT paid to the contractor. Only about 7.8B was paid for 2 projects by contractor as advance secured by performance bond&to be be recovered in the course of the life of the contract from the certificates issued from time to time.This is a standard practice in the sector." 

So divisive has been the construction of Kimwarer and Aror dams that even the DP William Ruto has joined the debate, arguing that it's political witch-hunt directed to him over 2022 politics.

While Ruto claims only Sh7 billion were committed, both Treasury minister Henry Rotich and DCI George Kinoti agree that Sh21 billion had been released.
