Orange Democratic Movement (ODM) leader Raila Odinga has weighed in on the vexed question of how the Building Bridges Initiative (BBI) report should be adopted.

When he rose to speak at BBI launch at Bomas of Kenya, the former Prime Minister called for the Kenyan people to be accorded the opportunity to decide the fate of the initiative.

He warned against Members of Parliament being given the opportunity to debate and adopt the report, saying that the legislators would be motivated by their own selfish interests instead of the national good.

"Let it remain with Wanja, Onyango, Nduta. Let not bring it to these MPs that look at their own interests alone (hawa wabunge ambao wanaangalia kwa maslahi yao pekee yao). Let this be a people's document. The people should debate it and eventually the people should approve it," Raila said in a video shared on YouTube. (12;07-12:43)

It was not clear what the ODM supremo meant by urging that Kenyans should be allowed to adopt the document.

Some have interpreted it to mean an invitation to a referendum that will see Kenyans vote for or against the report's recommendations.

A section of political leaders has opposed the prospect of referendum as a means of adopting the BBI report.

They contend that a referendum will mean that taxpayers forking out money to hold a referendum.

Those supporting a referendum say that it is the only way that Kenyans can weigh in on the document.
