Kisumu County Health Executive Rosemary Obara is now accusing the County Assembly of frustrating the Universal Health Care (UHC) programme in the county.

Obara now says that her ministry is yet to receive the Sh127 million kitty after the assembly refused to approve it, four months down the line.

The programme was launched by President Uhuru Kenyatta in December last year, alongside other three counties namely Isiolo, Machakos and Nyeri. 

“From December last year the money has not been approved by the county assembly, causing many setbacks in UHC implementation,” the county executive was quoted by the Standard on Wednesday

According to Obara, delay in approving the cash has greatly affected the implementation of the programme.

She said things have remained the same even after holding talks with County Assembly Speaker Onyango Oloo over the matter.

“I called the Speaker immediately the funds were disbursed but he told me that the assembly was in recession,” she said.

306,679 households and 887,038 people have been registered in the programme so far, resulting in an increase in patients seeking services in the county's 132 public hospitals.

However, the Kisumu County Assembly Health Committee Vice Chair Seth Okumu said that the ministry must collaborate with the committee to have the funds approved.

“We need an explanation to help us understand the figures we are approving so that it moves faster than the delays we experience during confirmation and consultation,” Okumu was quoted by the Standard.
