The Building Bridges Initiative (BBI) taskforce wants the president kept under check to ensure that the holder of the seat enhances national ethos as he discharges his duties.
In the report released on Tuesday, the task force has recommended the formation of a commission to do the job, which will sit within the Office of the President.
The roles of the team, dubbed the Ethics Commission, with be to keep track of and support the government's efforts to develop build and entrench new national ethos.
"Form an Ethics Commission to sit under the Office of the President that will keep track of and support the diverse efforts to develop, build and entrench a new national ethos," it reads in part.
It also suggests that the president be accorded advice from private citizens on different issues affecting the government, and on running the same, as the symbol of national unity.
This will be offered by a Council of Advisors, who will not receive any payment for their services to the country.
"That the President as a symbol of national unity should benefit from the private advice of eminent, experienced, and honorable citizens serving in a Council of Advisors on a non-salaried basis," it further reads.
