Several parents have been camping at the Registrar of Persons office in Kisii to apply for birth certificates for their children.
Parents on Wednesday blamed local chiefs for failing to stamp their application forms.
"Local chiefs at the sub location level have been failing us because we go to their offices to get their official rubber stamps only to find them missing from office.This has delayed us from getting the documents but we have hopes we will them before the deadline scheduled for next week," said Fred Okeyo, one of the parents.
The officer in charge of the issuance of the documents Mathews Khayota said they have been receiving over 2,000 parents daily applying for the birth certificates.
"The number of parents we receive on a daily basis is over 2,000. We are doing everything possible to end the backlog," said Khayota.
He said parents in the future should make necessary arrangements to get the documents in time to avoid last minute rush.
"Parents should stop delaying getting the documents in the future. The documents should be processed in time and produced when needed," he added.
