Kandara Member of Parliament Alice Wahome has predicted that the Building Bridges Initiative (BBI) report will recommend a referendum to address two major issues.

Speaking on Monday, the lawmaker said one of the suggestions will be to revert to the parliamentary system of governance.

She also foresaw a situation where the BBI task-force will suggest the formation of a third-tier of government; the regional governments.

"There are two things that it (BBI report) will have; it will have a parliamentary system and a regional governments recommendation," she said on NTV's AM Live.

"Both, especially the regional governments, is a disaster because so far counties are struggling to survive, we cannot add another governance structure," she added.

She claimed the report will also recommend for reduction of constituencies, but noted that the debate will only leave the nation divided, with Kenyans taking varying stands.

"There will be major divisions between those for and those against. I don’t see the country going in one direction," she said.

The report is expected to be handed over to President Uhuru Kenyatta and his handshake partner Raila Odinga tomorrow at State House, Nairobi.
