A planned cabinet reshuffle by Governor John Nyagarama was abandoned last Thursday due to controversy surrounding shortlisting of Chief Officers, it has now emerged.

Mr. Nyagarama was due to gazette reshuffles that were to affect four ministries and a host of departments for effective service delivery.

But a source within the county government said Mr. Nyagarama cancelled his plans upon learning that the shortlisting of Chief Officers would be challenged in court.

" The original plan was to reshuffle cabinet and directors ahead of recruitment of Chief Officers in November.

"The plan backfired when he learnt that someone was planning to challenge shortlisting of Chief Officers on grounds that CPSB was not properly constituted," said the source.

Also, auditing of departments had been delayed without the knowledge of the governor thus affecting plans to reshuffle directors.

During the shortlisting, it has emerged, only two members of CPSB were on duty since the rest had either left or were away on leave. 

But Communication Director Kefa Miller denied knowledge of the reshuffle, insisting that it was only to affect directors.

"I don't know of reshuffle for ministers but I know that of directors. It was stopped because of audit that was due to take place."
