Already, DCI George Kinoti his team have made crucial steps in the investigation to alleged loss of the money, with local media reporting that a Principal Secretary could be a key witness in a scandal that could bring down two ministers.

On Monday, LBDA boss Raymond Omollo said the money was meant for construction of Magwagwa Multipurpose dam in Nyamira before being reallocated mysteriously.

"The fact is the Sh21 billion in question was meant for construction of Magwagwa Multipurpose dam in Nyamira. Until now, we don't know how the money was shifted to those two other projects," he said.

Mr Omollo added: "The dam is yet to kick off yet the LRDA was meant to have it handed over to it for maintenance this month. It was also to generate electricity besides serving irrigation schemes in Kisumu."

Deputy President William Ruto has come out strongly insisting that no money has been lost in the project. The DCI however, maintains that the money was misused by certain operatives in government.

Also in Nyamira, construction of Bonyunyu Dam valued Sh5 billion is yet to start due to local politics. Former Kitutu Masaba MP Timothy Bosire has accused the DP of pushing for the project without due process.

"Feasibility study was not done. The people haven't been compansated leave alone the government doing public participation. It's a pity that someone wants the dam to start," he said in a past function.
