Political analyst Philip Chebunet has observed that it will be very hard to beat the Punguza Mizigo push at the county assemblies level, where it has been tabled for approval.
The bill which seeks to lower the wage bill by reducing elective seats has since been pushed to the lower parliaments following approval by the national poll body.
Chebunet says that the fact that Thirdway Alliance leader Ekuru Aukot has proposed the introduction of more funds at the ward level will lure MCAs into automatically approving it.
"Aukot is very intelligent, he has placed some sugar down there. He has brought CDF to the ward representatives. They will approve it (Aukot ni mjanja sana, ameweka sukari pale chini kwa madiwani. Amepeleka CDF pale kwa madiwani, na wataipitisha)," he said.
The commentator was speaking on Radio Maisha's Bunge La Maisha on Monday morning, hosted by Billy Miya, with the CDF being initials for Constituency Development Fund.
He added that the bill will pass anyway despite an anticipated rejection by the National Assembly, observing that once it is passed at the lower parliaments it will be unstoppable.
"Wabunge wakikataa ndio itapelekwa kwa wananchi. Na ikiletwa kwa wakenya wataipitisha maana hiyo tu ndio msukumo iliyoko kwa sasa, hakuna ingine," he said.
This translates to; "If parliamentarians reject it then it will be taken to the people. And being the only push currently, they will approve it."
So far, Homa Bay, Nyeri and Nyamira Counties have acknowledged receiving the bill.
