The position of Majority Leader in the National Assembly has merely been renamed Prime Minister (PM) in the Building Bridges Initiative (BBI) report, former Kakamega Senator Boni Khalwale has opined.
Going by the suggestions on the post of PM, Khalwale observed they full fit the position of Garissa Township MP Aden Duale, who is the current Majority Leader in the National Assembly.
"Hon Aden Duale, with the BBI proposals, you are now the 3rd Prime minister of the Republic of Kenya. Kudos," Khalwale tweeted on Tuesday night.
According to the report which was handed over to President Uhuru Kenyatta on Tuesday, the PM shall be nominated by the President and must be approved by the National Assembly.
The PM must be an elected MP from the largest party or coalition in Parliament and shall control and supervise the execution of day-to-day functions and affairs of the government.
The BBI report further proposes that the PM shall also, be the leader of government business in Parliament and chair of Cabinet Sub-committees.
While commenting on the various proposals in the BBI report, Kericho Senator Aaron Cheruyoit also noted the proposed PM post was similar to the current position of National Assembly Majority Leader.
"Basically we are changing Aden Duale's title from Majority leader to Prime Minister. Then sending ministers to parliamemt as ex officio members. That's fine. Proportional representation instead of universal suffrage in election of MPs, hio ni ngumu kidogo (that's a bit hard)," Cheruiyot posted.
BBI report recommends that the PM can be sacked by the appointing authority (President) or through a vote of no confidence by the National Assembly.
