The Kisumu County government has denied claims that its 2018/2019 financial year budget was ‘rejected’ by the Controller of budget due to various flaws.

According to a document circulated by Kisumu Residents Voice Association Chairman Audi Ogada on various social media platforms, the budget was rejected after the Kisumu County Assembly failed to observe Article 196 (A and B) of the constitution on public participation.

Ogada said that the budget regrettably fell short of addressing chapter 12; article 201 of the constitution that gives direction on the adherence to the five stages of budget making processes namely: Formulation, Approval, Execution, Monitoring and Reporting.

“I must strongly condemn in the strongest terms possible the Governor's adviser on this matter and the entire County Assembly for failing to act on the civil Society petition which raises all the issues the controller of budget has reaffirmed,” Audi Ogada says in a document seen by this Hivisasa writer. 

Kisumu governor's Communication unit director Aloice Ager dismissed Ogada’s document saying it lacked merit.

“I have seen his document and as far as I am concerned, it is not worth responding to. By the way, the controller of budget does not reject budgets, he/she advises on the proper management of funds,” he said.

Stephen Otieno who is in charge of the Kisumu County Controller of budget office said he was not willing to comment on Ogada’s document.

 “If there’s any information to be given out, then we will do that through our website,” he said.

Last month, Kisumu County Assembly approved Sh13 billion 2018/2019 budget.
