The document once finalized will help address the numerous gaps in terms of policy and legal framework, knowledge, culture and change of mindset as well as gaps in coordination and management of street families.

According to the Acting CEO Street Families Rehabilitation Trust Fund Ms Caroline Towett, since establishment in 2003 through a gazette notice 1558, there has never been a clear framework or legislation.

Speaking in Nakuru during a public participation meeting of stakeholders from various Children’s Department, Ms Towett was clear that a National Policy document since 2015 has never been finalized due to various administrative challenges.

She was however quick to note that with the draft policy in place and input of the various stakeholders incorporated, there shall be proper coordination and management of issues to do with street families.

“Basically we are here in Nakuru to collect views from the stakeholders in line with the development of this document that will inform the coordination and management of street families in the country,” said Ms Towett.

Wario Yatani, a member Board of Trustees for Street Families Rehabilitation Trust Fund said the development of the document is key in the management and coordination of the street families.

He noted that families on the streets are not living as the other Kenyans as they are subjected to many problems.

“Those in the streets are not living normal lives like other Kenyans. They are subjected to many problems and that is why as a Board we believe the Policy document will help address this and ensure Kenya is free from street families,” said Wario.

The Public participation forum was also attended by administrators and various stakeholders in the children department.
