Kitui Governor Charity Ngilu is walking a tightrope after the County Assembly Speaker George Ndotto refused to release a letter to allow her government access funds for delivery services to the people.
The first term county has decided to seek legal redress to end the stalemate between her and the county assembly.
In a suit filed at the Kitui Law Courts, the governor accused the speaker of not disclosing the decision of the county assembly on the approval of the 2019-2020.
She lamented that she has been unable to run the affairs of the county including the payment of salaries for the month of June because of the same.
The Kitui Finance executive has been directed not to authorize for the release of the of funds until County Assembly Speaker approves the same.
Ngilu has accused Ndotto of malice after the failure to approve the release of the funds. She argues that the Speaker has denied the residents a chance to benefit from what rightfully belongs to them.
“The provisions of Section 134 of PFM Act are mandatory and leave no discretion on the part of the Speaker not to act. It stipulates a strict timeline of seven days within which he must act,” reads the suit filed in court, as quoted by Daily Nation.
The standoff will only end after the Speaker gives a nod to the budget.
Ndotto and Ngilu have not been in good terms in the past after he failed to unseat the incumbent governor.
