Renowned political analyst and University of Nairobi lecturer Prof Herman Manyora reckon the President needs to change a lot to achieve that.

In his analysis,  Prof Manyora claims the recent nurses strike and how the President is handling the issue is a big hindrance to the realization of UHC goals.

In Manyora's view, the government cannot claim to lack money when a lot is lost on corruption and 'useless' things like foreign trips.

As it stands, Prof Manyora claims the hospitals are too expensive, overcrowded, National Health Insurance Fund(NHIF) has been messed through fraud and Kenyans are suffering.

The analyst says the President needs to fix the health care system, starting by fixing the nursing mess, by fulfilling its own promise it made to nurses.

In his view,  the government does not need to revert health back to the national government or by forming health service commission. 

The President should start with the governors who are squandering money on 'bribing ' MCAs on useless trips and kitties to avoid impeachment while some governors are stealing the same. 

This, according to the analyst, will create enough money to pay nurses. 

In addition,  the Salaries and remuneration commission should be held accountable because even when they could have given a no objections letter for governors to pay nurses,  they didn't and therefore governors used that as an excuse for not paying nurses.

Further,  the minister for health should be asked tough questions. According to the analyst, the minister is in charge of policy making including salaries for health workers.

He needs to fire the cabinet secretary for incompetence.

He also added the President should dismantle NHIF,  take all the money given to NHIF that people to steal, money given to governors for devolved health, and use it to revamp the health care system.

He opines that Kenya is depending on what they inherited from colonialist including Kenyatta National Hospital, Provisional hospitals, District hospitals and even many health centres.

The money should, therefore, be used to operationalize health sector to deliver free health services in the country and not to blame nurses.
