For the first time since taking over as pioneer governor of Nyamira, John Nyagarama was on Monday holed up in a 4-hour meeting with his cabinet.
The meeting comes at the time Kenya's oldest governor is fighting graft claims, nepotism and incompetence with just 35 months left on his tenure.
A number of residents have accused Mr Nyagarama of failing to stamp his authority, with development being one of mega challenges.
"There is nothing tangible on the ground. All we hear about is corruption. His ministers are non caring. Everything seems grounded," said Johnson Mogaka, his fierce critic.
A source who is privy to the Monday's meeting says Nyagarama asked his ministers to consider moving out of their offices and work on the ground.
The governor also demanded to know why some of the projects have taken long before completion despite allocation and disbursement of the money.
"He wanted his ministers to take charge of projects or face sack. He also demanded to know why some of the projects were taking long despite payments," said the source.
Nyagarama also sought permission from the cabinet to have several workers who were irregularly promoted to be down graded from the payroll.
Further, he sought to know the appropriate action to be taken against culprits. A number of officials are implicated in the scandal.
"We shall give no room to those dragging us back. Those who were irregularly promoted shall pay for their sins," the county boss had threatened last week.
Already, three payroll officers have been interdicted. Over 1,000 workers were also kicked out in May where it emerged that they had been recruited irregularly.
