In what could yet again cause rift between County and National Governments, the anomalies in spending seems to have not just affected Kiambu Governor Ferdinand Waititu alone.
On Monday, it emerged that Governor John Nyagarama also spent millions in functions that belong to the National Government, revelations that could backfire on either governments
In the report which is generated online, Nyamira spent Sh7 million of State House functions, Sh272 million on Free Education, Sh63 million on Cabinet meetings and Sh9 million on coordination of ministeries.
Chief Finance officer Mr Edward Ondigi however, claimed that the report was misrepresented, adding that treasury configured all finance spending only for National Government but failed to do so for counties.
"Forget about that. Such spending cannot even go through the assembly leave alone Controller of Budget office. The IFMIS system from the treasury seems to be only configured in the manner that it captures only National Government spending," he argued.
His assertions are similar to those of Controller of Budget Agnes Odhiambo, who says such spending was not captured in counties spending for 2018/19.
“The budget allocations were not captured in the 2017/18 budget that was submitted to the Controller of Budget by Kiambu County,” Ms Odhiambo, through her office’s communications head Stephen Wangaji, said in respect of Kiambu County.
For the better part of Tuesday morning, the shocking expenditure dominated many social media forums in Nyamira even as the county government remained defiant that treasury should take blame.
