Orange Democratic Movement (ODM) Communication Director Philip Etale has reacted to the recent exchange of words between Garissa Township MP Aden Duale and Elgeyo Marakwet Senator Kipchumba Murkomen over the Health Laws (Amendment) Bill, 2019.

Etale argued that the two are just trying to attract President Uhuru Kenyatta's attention, adding that the duo would do anything it takes to get his attention.

"National Assembly Majority Leader Hon Aden Duale and his Senate counterpart Kipchumba Murkomen engaging in a war of words is akin to two stubborn kids trying to seek the attention of their father. They can do anything including tearing each other's diapers to attract the attention," read a tweet by Etale.

This comes after Murkomen raised concerns about the nature of the Bill that was presented to the president to be signed into law on Monday.

Despite being present when the president assented to the Bill, Murkomen says he wasn't aware that the Bill was among those to be signed into law.

"Just before the signing ceremony I overheard that there were Health Laws to be signed. I protested to Hon Aden Duale, Solicitor Gen & other SH staff for presenting Health Laws for signature against the Constitution. I told them they had the duty to give proper counsel to the HE(His Excellency)," tweeted Murkomen.

Murkomen argued that health is a devolved function hence the Senate must be involved. However, Duale hit back at the senator arguing that the health policy and regulation of the profession are under national government and therefore the Senate does not need to be involved.

"The fourth schedule to the Constitution is plain and clear that matters of health policy and regulation of professions are functions of national Government," said Duale.
