Former Attorney General Githu Muigai has backed the calls for constitutional review ahead of President Uhuru Kenyatta’s retirement in 2022. Muigai has supported the creation of the post of the Prime Minister.
Speaking when he appeared before Parliament's Constitutional Implementation Oversight Committee (CIOC) on Tuesday, Muigai said constitutional reforms are inevitable, adding that the creation of the post of the PM will make the government more inclusive.
He also argued that some of the problems we have been facing as a nation have been brought about by loopholes in the constitution. He also opined that the winner-takes-it-all system has made the country to suffer.
“The only way to bring inclusion in the Executive is to broaden it. We can take the example of the French model and have a prime mister or even a chief minister," Muigai said, as quoted by Standard.
"But this is a debate for politicians. It has to be accepted by politicians,” he added.
He is also rooting for the President to select Cabinet Secretaries from Parliament.
Muigai retorts that the current system has proven that it is not ideal for the Kenyan setting, adding that there is the need to review the same.
He further said that there should be a close relationship between parliament and the executive for the sake of economic growth of the nation as well as peaceful co-existence.
