Raila, then National Development (NDP) Party leader instead opted to attend Inter-party meeting. 

While addressing a press conference at Nairobi Safari Club in 1999, Raila alleged that his party had not been invited by the religious groups.

"No stakeholder should think that they can go it alone and that they are the only ones that speak for Kenyans. Other sectors should not dismiss other stakeholder's initiative,'' he said as quoted by Daily Nation.

The then NDP leader appreciated the goodwill shown by the religious leaders to solve the standoff. However, he urged them to consult all relevant stakeholders including the common citizen. 

He warned religious and political leaders against imposing a constitution on Kenyans.

"While we appreciate their efforts to break the stalemate, they must also appreciate other efforts and initiatives from other sectors and to bother to consult with other stakeholders," he noted.

The current ODM party leader accussed political parties of fighting for 13 slots in the proposed Constitution Review Commission at the expense of Kenyans. 

He asked them to stop shadow boxing and delink the review process from 2002 general elections and President Moi's succession.
