Kibicho is yet to comply with an October 25, 2018 order by Kisumu Employment and Labour relations judge Mathews Nduma, which directed him to reinstate Shem Otachi as Ikuruma Location chief in Kisii County.

Otachi's lawyer, Ndemo Mokaya on Monday moved back to the court seeking it's intervention, accusing the PS's office of defying the order and refusing to re-hire the former Chief.

The lawyer told the court that his client has remained sacked even after clearing his name in a fraud case where he was accused of forging his school papers with the intention of fraudulently securing a job.

“My client was recruited on a monthly salary of Sh19,323 and reported to work on December 20, 2013, and worked continuously until August 11, 2015, when his services were terminated with effect from May 27, 2015, on allegations that he had forged his KCSE certificate,” Otachi's lawyer told the court as quoted by the Standard.

If found guilty, Kibicho could land in jail for six years for contempt of court.

The court had also directed the PS to ensure that no privileges are taken from the ex-administrator, including his salary and allowances.

Otachi was charged at the Kibera Chief Magistrate's court with the forgery. The charges were dropped on September 28, 2016.
