Justices DK Marete, Lucy Waithaka and Martin Muya are unfit to serve.
The Judicial Service Commission said investigations have proved the three suffer serious incompetence, bias, impropriety and professional misconduct.
The JSC has thus recommended the President forms a tribunal to undertake their removal.
The announcement was made by the Supreme Court president David Maraga.

Justice Lucy Waithaka was accused of issuing two contradictory judgements in the same matter.
"The Petition against Hon. Lady Justice Lucy Waithaka was by Philip Kipyegon Lelei in Kericho H.C.C.C No. 64/2008, Jonathan Kimutai Mibei Vs Philip Kipyegon Lelei. The Commission found that the petition had disclosed impropriety by the Hon Judge for issuing two conflicting judgments over the same matter,"JSC said.
Judege Muya's goose was cooked in a case involving NIC bank.
"In that case, the Hon Judge, after numerous adjournments, granted an injunction and reserved the reasons thereof for a period of 5months. This was in total disregard of the pleas by the NIC Bank that the motor vehicles that had been given to it as security were being sold and were eventually sold thus occasioning loss to the bank.
" After hearing, the Commission found that the petition had disclosed bias, abuse of office, incompetency and gross misconduct in the manner in which the Hon Judge handled the matter," the JSC said.
